Tournament Rules
- This tournament is approved by Pro Hockey Development Group.
- Teams or management must register 60 minutes prior to their teams first games with signed roster sheets. Each team will provide a contact person and phone number for which they can be reached during the tournament.
- Player eligiblilty - a player can only play for one team in his own age group. A player must have played in a least 2 round robin games to be able to compete in the semi-finals or finals. Any player not following the rule will be ejected from the tournament and his/her team will forfeited the game.
- There will be no time outs during round robin play. During the Semi finals and finals each team will be permitted one-thirty second time out.
- All teams must be prepared to play their games fifteen minutes prior to scheduled start time in the event the tournament is ahead of schedule.
- No protests will be allowed. Tournament officials will consider any logical grievance or suggestion when presented in a calm and professional manner. Protests regarding officiating will not be heard. Any player receiving a major penalty can be ejected from the tournament. Tournament officials will make the final decision on all suspensions.
- Games are 12-12-15 (2001, 2000, 1999, 1998) 3 - 15 (1997, 1996, 1995 and 1994) minute stop time. When the difference is 5 or more goals the clock is straight running time and can occur at anytime in the game. Any game with a 10 goal difference is stopped at the discretion of the losing team. This can occur at the end of the second period. Any team not prepared to start the game after the 3 minute warm-up can be assessed a 2 minute bench penalty.

Tie Breaking Sequence – conclusion of round robin series
- If two or more teams are tied at the conclusion of a round robin series, then the following procedure will be used to determine the final ranking before the semi-final and final games are played.
If two teams are tied:
6.1 The winner of the round robin game between the two tied teams gains the higher position.
6.2 The team with the most wins in the round robin gains the higher position.
6.3 If the two teams are still tied after 6.1 and 6.2 have been applied, then the team with the best goal average gains the higher position. The goal average of a team is to be determined in the following manner:
Total number of goals for divided by the total number of goals for and against.
NOTE: All round robin games are included.
Example: For = 10 goals Against = 4 goals
Percentage 10
10+4 = .714
NOTE: The higher percentage gains the higher position
6.4 If the two teams are still tied after 6.1, 6.2, and 6.3 have been applied, the team with the least number of minutes in penalties throughout all of the round robin games, gains the higher position.
6.5 If the two teams are still tied after 6.1, 6.2, 6.3 and 6.4 have been applied, then the team which scored the first goal in the game between the tied teams gains the higher position.
6.6 If the two teams are still tied after 6.1, 6.2, 6.3, 6.4 and 6.5 have been applied, a single coin toss will determine which team gains the higher position.
Three or More Teams Tied
Note: The three-team tiebreaker is used to determine the seeding of the 1st, 2nd, 3rd seed. If any step in the tiebreaker only seeds one team, that team assumes that position. The three-team tiebreaker will continue to determine the seeding of the two remaining teams. At no time will teams using this formula go back to the two-team tiebreaker
- If three teams or more are tied, the point record established in the games among the tied teams only will be used as the first tie breaking formula in deciding which team(s) shall advance.
7.1 The team with the most wins (among tied teams) would gain the highest position.
7.2 If teams are still tied after 7.1 has been applied, then the team with the best goal average gains the highest position. The goal average of a team is to be determined in the following manner: total number of goals for divided by total number of goals for and against.
NOTE: All round robin games are included
Example: For = 10 goals Against = 4 goals
Percentage 10
10+4 = .714
NOTE: The highest percentage gains the highest position(s).
The exercise of 7.2 establishes the team or teams with the highest position(s) by percentage. These teams will advance. If there are still teams tied, they go to the next step. They do not go back to the “Two Team Tiebreaker”.
Example:
Team A - .714 = 1 seed - Advances
Team B - .500 = 3 seed – Does not advance
Team C - .650 = 2 seed – Advances
Team A - .714 = 1 seed – Advances
Team B - .500 = Still tied with team C – go to next step 7.3.
Team C- .500 = Still tied with team B – go to next step 7.3.
Team A –. 650 = Still tied with team B – go to next step 7.3.
Team B - .650 = Still tied with team A – go to next step 7.3.
Team C - .500 = Does not advance
7.3 If teams are still tied after 7.1 and 7.2. The team with the fewest goals against (all round robin games played) will gain the highest position.
7.4 If teams are still tied after 7.1, 7.2 and 7.3. The team with the most goals for (all round robin games played) will gain the highest position.
7.5 If teams are still tied after 7.1, 7.2, 7.3 and 7.4 have been applied, the team to qualify would be the team that received the least number of minutes in penalties throughout all the round robin games.
7.6 If teams are still tied after 7.1, 7.2, 7.3, 7.4 and 7.5 have been applied, a coin toss shall determine the winner. In a 3 team coin toss, the odd team gains the highest position.
- In the event of a tie during the semi finals and finals, there will be a 20 minute overtime period with 5 minute interval buzzer time. The format for this overtime will be for the first 5 minutes, 4 on 4 plus goalies. The second interval time, will be 3 on 3 with goalies. The third interval will be 2 on 2 with goalies and finally the fourth interval 1 on 1 with goalies. Please note at the end of each 5 minute intervals, the buzzer will sound and play will stop. In the event of a penalty during any of these intervals during overtime, the offending team will be shorthanded one player. If a penalty is taken in one on one the offend team will be penalized with a penalty shot. If teams are still tied, we will go to shoot out. First 5 players will be selected by coach. If teams are still lied, 5 different players must be selected for second overtime. Teams are allowed to substitute at any time during this play. Goalies will not change ends for overtime.
- Wild Card team will be determined with most points in round robin play which is not a division winner. If still tied, go to the team with the highest percentage when you divide goals for by goals for plus goals against.
- Any player and/or team official who receives a match penalty or gross misconduct will be suspended for the remainder of the tournament. Any player that receives a second major penalty will result in a tournament ejection.
- Non contact rules for 2001, 2000, 1999, and 1998 age groups.
- The mercy rule shall be in effect. If at the beginning of the third period or at any time during the third period a team is ahead by five or more goals, the clock will revert to running time. If subsequently the difference is reduced to less than five goals the clock will revert back to stop time.
- Round robin standing will be based on points. 2 points for a win, 1 point for a tie.
- All Tournament rules will be interpreted in a manner consistent with the objectives of the Tournament; namely, fairness, safety, and the enjoyment of the players. A decision by the Tournament Director and/or President, whether or not specifically addressed by these rules, shall be binding upon all Tournament participants. The Tournament Director and/or President shall have the authority to grant exemptions from or make modifications to any of the rules when he considers it fair and appropriate to do so in any specific situation.
All decisions by the Tournament Director and/or President are final.
